Fill a large pot halfway with vegetable oil and heat to 375°F.
In a large bowl combine the flour, sugar, baking soda, and baking powder. In a separate bowl combine the eggs, vanilla, melted butter, and buttermilk. Combine wet and dry ingredients, do not over-mix. Once mixed, fold in the chocolate chips.
Carefully add spoonfuls of the batter to the heated oil and cook 3-4 minutes and then flip. Cook for another 3-4 minutes and remove from oil and place on a paper towel lined sheet tray.
Continue until all batter is cooked. Heat the caramel sauce in a microwave safe bowl for 1-2 minutes or until warm.
Sprinkle the beignets with powdered sugar and dip into caramel sauce.
